Independent researchers Debbie Lerman and Sasha Latypova have compiled a dossier presenting evidence that the COVID-19 pandemic was not a public health event but a global Military and Intelligence coordinated operation.
This operation, they argue, was orchestrated through public-private intelligence and military alliances, including NATO, and that legal frameworks designed for chemical, biological, radiological, and nuclear (CBRN) weapons attacks were invoked.
Leaked documents show that the response was according to a biodefense plan, for a biowarfare attack where a pathogen is released with the intent of killing many people, not for a public health event from a natural outbreak. In United States a public health event is handled by the HHS (United States Department of Health and Human Services). This time the HHS was superceded and the pandemic response was instead led by the National Security Council, the body advising the president on Military and intelligence Affairs.
On February 4, 2020, two events occured. The U.S. Secretary of HHS issued two declarations for CBRN (chemical, biological, nuclear, or radiological) emergencies. These involved the Emergency Use Authorization (EUA) and the PREP Act—a legal indemnity protecting those involved in using EUA countermeasures. EUA allows for the deployment of countermeasures against weapons of mass destruction without the usual regulatory oversight, as the urgent threat is deemed greater than any potential risks from the countermeasures. The PREP Act Public Health Emergency declaration initiated on that day has been repeatedly renewed and will remain in effect until December 31, 2029.
On the same day the US Department of Defense was involved; a pharmaceutical executive reported receiving a call from the DoD, who stated that the newly discovered Sars-2 virus posed a national security threat. This occurred when there were fewer than a dozen confirmed cases and zero deaths in the US.
The dossier further documents all of this being parallelled in many other countries, indicating there was no national management, already before the was a pandemic. Details are provided on military and intelligence agencies overseeing the COVID-19 response in the U.S., the U.K., Australia, Canada, the Netherlands, Germany and Italy and identifies entities responsible for censorship and propaganda and those top military or intelligence leaders who held leadership roles in the operation. There is also a section outlining multinational alliances focused on biodefense and bioterrorism, which provide frameworks for responding to a bioterror or bioweapon attack. The research highlights connections to global governing bodies, including the EU and UN/WHO, through which the response was coordinated, and alliances like NATO.
Call to Action:
Lerman and Latypova assert that the COVID-19 response was based on legal frameworks intended for biodefense/biowarfare situations. They argue that the “lockdown-until-vaccine” paradigm originated in military/counterterrorism plans, not public health strategies. Instead, they believe it was a coordinated effort to induce public panic and gain compliance with biodefense operations, culminating in the injection of unregulated mRNA products, legally treated as biodefense military countermeasures (MCMs).
The researchers are calling for investigators, whistleblowers, and anyone with relevant information to come forward and help construct the full picture of the events that began in early 2020. They urge a shift in focus towards the military/intelligence/biodefense/global coordination aspects of COVID-19.
