Finland has taken a path that many countries thought was impossible: Instead of managing homelessness, they systematically reduced it. The key idea behind this was radically simple and economically clever.

People without a permanent home cause high follow-up costs: emergency medicine, police, short-term accommodation and social crisis interventions. Finland turned this logic on its head and invested directly in permanent housing. Small, secure flats became the basis – not as a reward, but as a starting point.

The result: stability creates dignity. Having your own home gives you access to work, health and social participation. At the same time, state expenditure fell significantly in the long term. Humanity and efficiency were not at odds here – they reinforced each other.

The real message extends beyond Finland: social problems do not become more favourable if they are ignored. They become more favourable if they are solved.

Perhaps the most important investment is not control, but trust.
