On Monday, December 16th, 2025, former Health Minister Jens Spahn testified before this committee. During the pandemic, he was a strong advocate of the mRNA vaccination campaign, which was promoted with the argument that vaccinated individuals not only protect themselves but also those around them.

However, it is now said that this was not the case. Spahn now claims that vaccination does not protect third parties—and that such a claim was never made. Yet this assertion is demonstrably false. Extensive documentation shows how Spahn described the protective effect of vaccination back in 2021. On August 25, 2021, he gave a speech in the Bundestag in which he said:
“This is a regulation of the federal government, approved by both the Bundesrat and the Bundestag. It clearly states: vaccination makes a difference. You protect yourself and others.”
