The human rights group Liberum therefore intends to file a complaint with the European Court of Human Rights in Strasbourg in November. The basis of the complaint: the right to truth and access to state information.

In November 2025, the Spanish human rights group Liberum plans to file a complaint with the European Court of Human Rights (ECtHR) in Strasbourg against Spanish courts that refuse to open investigations into the coronavirus pandemic.
According to Liberum, the following topics are covered:
- The origin of the COVID-19 “pandemic”
- The damage caused by measures such as lockdowns, digital COVID-19 passports, mandatory wearing of masks, further restrictions
The basis of the claim:
- Right to truth (ECtHR doctrine); examples cited include Abductions by secret services or the Chernobyl disaster
- Right of access to government information
Evidence base:
- A criminal complaint with more than 300 pages filed by Liberum
- The final report of the Special Committee of the US House of Representatives (4 December 2024, over 500 pages), which states the following: Possible origin in a military laboratory (laboratory leak), deliberate cover-up by US authorities and the WHO, ineffectiveness and lack of scientific basis for the restrictive measures, manipulation of studies and extensive censorship in the media and social networks
Liberum is calling for action and invites members of the group to join them in Strasbourg on 24 and 25 November (specific date to be confirmed). Anyone wishing to be a supporter of the action (not a plaintiff) can contact the group at the following email address: li***************@********il.com. Non-members can join the group via the Spanish website to take part in this “historic event”.
Liberum assumes that a massive mobilisation could have an influence on the admission of the lawsuit.
